He was the Chief Minister of Madras (Tamil Nadu). He became famous for spreading education in Madras province and implementing a scheme to provide mid-day meals to school children. In 1963, he proposed that all senior Congress leaders should resign, so that a relatively young party worker could take command. This proposal came to be known as “Kamaraj Yojana”! He was also the President of Congress.
